administrators = systems staff. IPSec, as far as I know, is provided at the system level, so it needs to be done by an admin.

I agree that the naming is confusing, but I guess this is what happens in the real exam!!! Sometimes you can get the answer but elimination, but for that you need to have a clear knowledge of the other 3 options.
