B is correct. https://www.isaca.org/resources/news-and-trends/industry-news/2017/cobit-5-for-riska-powerful-tool-for-risk-management#:~:text=COBIT%205%20for%20Risk%20currently,and%20not%20just%20information%20security. COBIT 5 for Risk currently is the most powerful and the only framework that covers risk related to IT and not just information security.

agree with option b however I am not sure if we can call COBIT a risk management framwork

Agree with this. Correct answer is B, but COBIT should not be considered a risk management framework either.
