The other options would allow for lower costs during periods of low usage as well as provide the ability to expand services quickly and easily when needed for peak periods. Measured service allows a cloud customer to only use the resources it needs at the time, and resource pooling allows a cloud customer to access resources as needed. On-demand self-service enables the cloud customer to change its provisioned resources on its own, without the need to interact with the staff from the cloud provider.

I would think On-Demand Self service. as it needs manual intervention it may not be of great use, Auto scaling / elasticity would benefit more as opposed to Self service.

I also feel resource pooling is not necessary for this kind of application which are cyclic in nature and also there is no need share resources with tenant as well

Because Broad network access refers to resources hosted in a "Private Cloud Network" (University will need Communal Cloud Network instead of PCN) operated within a company's firewall that are available for access from a wide range of devices, such as tablets, PCs, Macs and smartphones. These resources are also accessible from a wide range of locations that offer online access.

Resource Pooling is a benefit to organizations with cyclical computing needs since they only have to pay for the extra resources during the high demand cycles.

I can see that cyclical nature is one the scenarios stated in the "CCSP Certified Cloud Security Professional All-in-One Exam Guide.", but isn't this reason already covered by "Measured Service"? That is they only pay for the extra resources when they need to use them.

no here measured service means, the university doesn't have to pay for the possible peakload all the time, it's an advantage :)
