when hackers steal data they would not necessarily delete the data hence the data is not lost just stolen while with the other 3 options data is lost and not recoverable hence B is correct.

The odd one out here is B. Stolen by hackers. While it's a security breach, it doesn't necessarily result in data being lost in the sense that it can no longer be accessed. Data loss refers to situations where data is no longer available due to corruption, deletion, or loss of encryption keys

It's interesting that Data Loss Prevention systems normally prevent data what is here called data breaches. Therefore I think the question/answer is not 100% correct.
