I suspect A is incorrect as the RPO dictates backup requirements and availability of data. Unless I have misinterpreted the question, I would answer C here.
I think you should look at it this way. The offline backups must be available as step 1. Once you have that access, you can determine if you need to focus on RTO or RPO. But if you don't have access to offline backups then none of the other options will even come into play.
That is a good point and I can see why you say that. But A is the only option that talks about backup availability. And as the question asks which is "most important" I do think its A.
