What does "a month-end business process mean"? Also what are cutover and pilot implementation strategies? I wrote D but I'm not sure about it. I just assumed that it would be most effective. However the question was about the most efficient option so I am really uncertain.

Efficiency in reducing downtime, is achieved via the parallel execution via similar resources intended for deployment, if factors such as scale, cost and resources are considered, not enough scenario information is included, to say which phase is creating most inefficiency. if the difference between Pilot and Parallel is scale, then would that not depend on the overall organization resource allocation and impact on operation, A good pilot could be argued to need to be scalable or simulate full load before implementation.

C. Pilot - A pilot implementation tests the new system with a small group of users or in a limited part of the organization. It can be useful for identifying issues before a full rollout but does not necessarily decrease downtime for the entire business during the transition.
D is the reliable for downtime but NOT EFFICIENT since increase redundancy. Remaining option that still can reliable enough for downtime and also efficient should be PILOT CMIIW
