No Customer service manager is responsible for ensuring the access reviews are done. He may not do it himself and use help of access control manager but this doesnt absolves him from day to day operation of his job (responsibility)
As a principle- a system owner is responsible for the system. Not accountable.
Why not the Customer service manager, it's his department, he should be responsible for assigning access on a need to know.
