this has to be A, you cant just increase spend and staff without relooking at the busines case. the business case in the first place should have covered all requirements and additional staff is no small requirement. it has to be relooked at and numbers updated.

Since request a formal change request is missing as one of the answers, hence it has to be a revised business case, thus the answer should be A.

Sponsor is the one who will fund the project and in this case he is giving consent in a way by telling Steering committed to approve it

My thinking is IT steering Com should be prudent do the due diligent to review the biz case not just rubber stamp what project sponsor instructed.
