Yes, the answer would be C. Here's why. The question is asking the fot FIRST thing that the CIO should do. Updating the IT strategic plan in alignment with the business direction is expected to be an action taken by the CIO, however, he/she needs to do the resource utilization matrix to correctly plan for what and by how much he/she will need to meet the capacity needs to be incorporated within the IT strategic plan.

I apologies for the earlier comment, Correct answer is C as the decision is already made by the CEO hence the CIO should now prepare for the expansion hence answer is C.
