Not sure I understand or agree with this explanation. When a risk happened we take risk response actions e.g. mitigate, accept etc, and the scenario in this question fits the risk criteria, so why it can’t be classified as Project Risk?

In my opinion, the delay to the start (of this stage) of the project is an Issue because it has already occurred. However, the delay issue also poses follow-on risks of delays to future stages and completion of the project, and cost overruns.
