This should be B. After it is downloaded and there is a change, there is a risk that the reports generated by the end users are based on outdated or incomplete data, potentially leading to inaccurate decisions or reporting to management
I am pretty sure this is B. If you download data for analysis and something changes after you have downloaded it then you no longer have the most current information and the report will be will be inadequate. D also hints at this but I think D is more focused on trusting the individual to not complete the work. I am sticking with B.
