Testing off-site backup files (option C) is certainly an important part of a disaster recovery plan, but it is not a complete metric for evaluating the success of the entire plan. Testing backups pertains to the data recovery aspect, and it is more appropriate to analyze the achievement of testing objectives to comprehensively determine the overall applicability and effectiveness of the DRP.
