Establishing security policies should be the first step in implementing an Information Security Governance Framework. These policies define the high-level principles, rules, and objectives that guide the organization's approach to security. They provide a framework for making decisions and setting priorities within the organization's security program.
But the question is to establish first when implementing... sounds like something should be established before the implementation not after
