In the context of ISA/IEC 62443, Security Levels (SLs) are broken down into three types:
1. Target Security Level:
The desired security level set by the organization based on risk assessment, operational requirements, and threat analysis.
2. Capability Security Level:
The maximum security level a system, device, or countermeasure can support, based on its inherent design and functionality.
3. Achieved Security Level:
The actual security level implemented and validated in the operational environment, which may differ from the target level due to technical or resource constraints.
