Ans C. Under Solution Evaluation. BA has identified some areas of concern and MUST further investigate these concerns and carry out impact assessment(Root Cause analysis) before an action can be recommended.

Answer C is OK BA should have more information about the login errors. Are they manuals, which kind of stakeholders have problems (old, young, disabled), etc...
