B is correct. What will not help you prepare for elicitation activity is stakeholders concerns because you have not carried out the elicitation yet. Why should their views be a problem?

Stakeholder concerns would be documented in a risk Register. D is part of the objectives and goals so should remain for elicitation purposes.
