A few years ago the Director of Human Resources purchased a software system to eliminate the current paper-based time reporting process. Option D. BABOK V3, pg 34: "If there is a mismatch between the influence required and the amount of influence the stakeholder has or is perceived to have, business analysts develop risk plans, responses and other strategies that might be needed to obtain the required level of support." pg 35: "Risk Analysis and Management: used to identify risks to the initiative resulting from stakeholder attitudes"

Develop a risk plan is more appropriate answer. Director of Human Resources is one of the key stakeholder for the project with high level of power and influence and his buy-in is required for the successful implementation of project. As per BABOK v3 3.2.4.1 Level of Power and Influence - Business analysts evaluate how much influence is needed to implement a change compared to the amount of influence the key stakeholders can bring. If there is a mismatch between the influence required and the amount of influence the stakeholder has or is perceived to have, business analysts develop risk plans, responses and other strategies that might be needed to obtain the required level of support.

Comparing expertise of Director of Human Resources to other stakeholders would be helpful if Director of Human Resource can be substituted/replaced by some other stakeholder have similar experience. In this situation, the Director of Human Resource can not be substituted/replaced because the success of the project depends on his collaboration.

On the contrary, you can! the main reason you perform stakeholder analysis is to identify stakeholder actions and activities that may negatively affect the endeavor. Amongst other techniques, Risk analysis and management is used.

B - Compare the expertise of the DHR to other stakeholders. This helps you assess how often you need to go to them. Choosing D essentially eludes to anticipating project sabotage from DHR. The project can't go forward without a critical stakeholders willingness, as disgruntled as it is, to participate.
