How are you concluding that " protect against false information based on insufficient data" this is false information or the data is insufficient? BA can propose changes. So based on the elimination I am rounding to Option C

Because he has only two days of observation for his data. My logic is BA needs more days data to come to a conclusion of the under utilization.
