A business case provides a justification for a course of action based on the benefits to be realized by using the proposed solution, as compared to the cost, effort, and other considerations to acquire and live with that solution.

The Change Strategy is a subset of the Business Case. So its defined first before the Business Case can be completed. Babok page 125 : Description , Paragragh 1 & 2. Says the change strategy might be presented as part of Business Case, SOW, Enterprise Strategic plan etec.

Answer is correct (C). We already know the result of the review (futur state). We only have to present the recommended improvement to the management. There is not necessity to create a business case. BABOK 6.4.1 - 6.4.2
