An organization is trying to streamline its current processes to improve performance and reduce costs. A business analyst (BA) conducted a process improvement workshop and identified the following issues as the top three items to be addressed:
1. There are multiple teams to define systems, functionality, and content. In many instances multiple teams are defining the same functionalities while other functionalities are not being defined at all, leading to unclear understanding of business requirements.
2. Product specification forms are published each year. A comparison tool is used to evaluate specification between yearly releases, but does not adequately identify changes between versions and needs to be improved.
3. Training consists of a new team member shadowing a seasoned team member. There are not written training materials for formal training sources therefore training is inconsistent and not meeting the needs of the organization.

Domain Subject Matter Experts (SMEs) have in-depth knowledge of the product specifications and how they are currently compared. They can provide insight into the deficiencies of the current comparison tool and suggest improvements based on their expertise. End Users are the individuals who actually use the comparison tool. They can provide feedback on its usability and effectiveness, as well as highlight specific areas where the tool falls short in identifying changes between versions.

Keywords: 'determine the changes needed' (not a project yet) D. DSME and End user are the ones using the comparison tool. They would know what is needed for enhancements. The PM and Sponsor can assist with milestones and timelines once this becomes a project.

D is correct because Domain Subject Matter Expert and End User are facing the defects in the current comparison tool and suggest improvements. None of the others can do that.

Why is it not A option? The solution has already been implemented and is in use. ISME and Tester know how it works and they are directly involved with the tool and its functionality.
