As BABOK v3 3.1.4 states, "Adaptive approaches focus on rapid delivery of business value in short iterations in return for acceptance of a higher degree of uncertainty regarding the overall delivery of the solution". B is also incorrect because both predictive and adaptive approaches can be used to cater high risk of incorrect implementation. Predictive approach tends to minimize risk by planning ahead while adaptive approach tends to minimize risk via rapid delivery of business value in short iterations. A is also incorrect because predictive approach requires the requirements to be defined ahead of implementation to maximize control and minimize uncertainty, not adaptive. (BABOK v3 3.1.4) C is also incorrect because this does not specifically drive the decision to use adaptive approach.
