Workshop should be the answer. The question is talking about obtaining consensus (read as approval) Acceptance & evaluation criteria, Decision Analysis, Item tracking, reviews, and Workshops are listed as techniques in the Approve Requirments in BABOK

It is not the approve requirements but the Assess Requirement Changes task in which there is an element - "Impact Resolution". Answer is still Workshop but it relates to this task.

A=workshops is the answer as Workshops help gain consensus as per page 363 of BABOK. Also This is relaly talking about Assess Requirements task where the impact is assessed and workshops is a technique and focus group is not.
