Signing off requirements is process and a tool. I think its the closest since they decided to avoid individuals and interactions and go fro a process

There is no such value of Outputs over Outcomes. if there was it supposed to be the other way around anyway. Closest answer should be D because signing off requirements is locking the scope or signing the contract. It doesnt provide much room for customer collaboration.
