may i ask the basis for that order? why is it in the order of recovery then elimination, recycling, conservation and disposal ? thanks !

Apparently recovering materials as usable products is generally more desirable than eliminating them at the source because it promotes resource efficiency, reduces waste, and conserves natural resources, aligning with principles of sustainability and circular economy. hmmm but I still would have thought that elimination at the source would be the most desirable and beneficial.
