Why is this not "C"? If there's insufficient knowledge in the team, external support may be required which would impact the programme of work.

Audit program is about how the audit will be conducted; if the auditors' don't have experience or expertise, then the IA function as a whole, needs to have the competency (i.e. they need to incorporate auditor with the required skills - could be through outsourcing for the engagement too)
