I agree that PO limits are set at the org level and I think that non-independent groups are used to combine the grants at the SITE level. That's why non-independent in the question is just a digression - irrespective of whether independent or non-independent , the PO approval levels just add up. So, the PO approval limit becomes $20,000. Answer D seems to be correct.
