If you have created a custom field for WORKORDER object and that field holds the inspector ID, then you should use (C) A SET OF DATA RELATED TO THE RECORD, point WORKORDER as object and your custom field as the VALUE, so that will assign the records to the inspector ID of your workorder custom field
