The Fair Information Practice Principles (FIPPs) are a widely accepted framework that is at the core of the Privacy Act of 1974 ....The FIPPs were first articulated in a comprehensive manner in the U.S. Department of Health, Education and Welfare's seminal 1973 report entitled Records, Computers and the Rights of Citizens (1973) (full-text) (hereinafter "HEW Report"). ..........In 1980, the international Organization of Economic Cooperation and Development (OECD) codified its Guidelines on the Protection of Privacy and Transborder Flows of Personal Data.
