The Court of Justice of the European Union (CJEU) ruling in the case of Patrick Breyer v Bundesrepublik Deutschland (C-582/14) specifies that a dynamic IP address can be considered personal data if the controller (e.g., the website operator) has the legal means which enable it to identify the data subject by combining the IP address with additional information held by the ISP.
Should be D - from the textbook "he CJEU ruled dynamic IP addresses would be personal data in the hands of the German state because, ‘in the event of cyber attacks’, German law allowed the German state to obtain the additional identifying information from ISPs to determine the specific individual to whom a particular IP address related".
