The Video Privacy Protection Act (VPPA) was passed in 1988,back in the days when customers still went to video stores to rent movies to watch at home. The VPPA was designed to project an individual's video rental or purchase history from potentially embarrassing disclosure.
Video Privacy Protection Act of 1988 (VPPA) Scope
VPPA applies to any PII collected from a consumer during transactions to rent, buy, or subscribe to the services or products of a videotape service provider. Such providers include anyone involved in providing audio/video materials for rental or purchase.
Those who deliver audio video materials are also considered videotape service providers under the law.
