NO to C - You can legally collect the rest - A, B &D - B is not relevant for the employement purpose... The main objective of the Purpose Limitation Obligation is to ensure that organisations collect, use and disclose personal data that are relevant for the purposes, and only for purposes that are reasonable. Consistent with the Notification Obligation, the Purpose Limitation Obligation also limits the purposes for which personal data may be collected, used or disclosed to those which have been informed to the individuals concerned pursuant to the Notification Obligation (where applicable).

Should be C. A potential employer can collect personal data about an employee (such as A, B and D) for EVALUATIVE purpose, i.e. hiring decision, promotion, continue or terminativ their employment, without their consent and without notification.
