C. The European Commission
The European Commission has the exclusive right to propose new legislation in the European Union. This includes proposing new data protection laws, such as the General Data Protection Regulation (GDPR). Once the Commission proposes legislation, it is then considered and adopted by the European Parliament and the Council of the European Union.
The EU institution that is vested with the ability to propose new data protection legislation on its own initiative is The European Commission. The European Commission holds the right and authority to propose legislation, regulations, and decisions, including those concerned with data protection, within the European Union. It constructs and implements proposals which can be made into law by the European Parliament and the Council of the European Union.
For instance, it was the European Commission that proposed the General Data Protection Regulation (GDPR) which is a pivotal data protection law within the EU. Hence, option C is correct.
