Selected Answer: C
C. Complete a Data Inventory. Completing a data inventory allows an organization to understand what personal data it holds, where it is stored, how it is used, and with whom it is shared. This foundational knowledge provides a clear view of the privacy landscape and helps define the scope of the privacy program's needs. While the other options are also important components of a robust data privacy program, understanding the nature and flow of data within the organization is a critical starting point.

C is correct, to build a scope, one has to know about the processing of the data and also laws and regs it will be subject to depending on the processing, data inventory map will help with that
