This question is outdated, which is why the answer is B. The CCPA was amended by the CPRA in 2020 to include the right to correct their personal information.
There are 5 rights discussed in Chapter 6 of the IAPP based on CCPA prior to the CPRA
1. 6.3.1 Right to request disclosure of business' data collection and sales practices
2. 6.3.2 Right to request specific personal information collected
3. 6.3.3 Right to have certain information deleted
4. 6.3.4 Right to request that personal information not be sold to third parties (if applicable)
5. Right not to be discriminated against because of exercising these rights.
B is the correct answer under this original CCPA prior to the CPRA
There's not a right answer to select from. While CCPA grants certain rights to California residents regarding their personal information, such as the right to know what personal information is being collected, the right to request the deletion of their personal information, and the right to opt-out of the sale of their personal information, it does not provide the right to demand that an organization cease collecting their personal information altogether.

Even without knowing, one can reason through this answer. Think of the tech lobby in California. It makes sense that an individual could have rights A, B and D. However, C goes to requiring disclosure of trade secret information, which undercuts the tech industry, CA's main export.
Z1682009 is correct, the question is outdated, all is covered as of 2020.
