In 2012, both the White House and the FTC released important privacy reports
Under Chairman Jon Leibowitz, appointed in 2009, the FTC began to include
the requirement of a comprehensive privacy program in consent decrees and
expanded its privacy and security efforts further, beyond instances where there
was tangible financial harm to consumers. This more comprehensive approach to
privacy enforcement is reflected in the 2012 White House and 2012 FTC reports.
The book describes it as a "comprehensive" approach to privacy protection and enforcement.
