"...diagrams that illustrate the point of the content..." is the best clue to point to C. Can't be non-visual because of the "icons to visually reinforce..."

I think, non visual should be correct answer.

I think C is the correct answer. Non visual people would not need visual diagrams or icons. And it makes more sense than non-verbal or communication disabilities.
