think C,D correct answer. The priority of silent-interface is higher than the priority of rip input or rip output that is configured in the interface view. By default, an interface does not work in the silent state.

answer C also correct using the silent interface on means that the routers can't form neighbors or adjency

A,D rip output is a default configuration. Silent-interface applied eventually will stop of sending updates to its neighbor. So the neighbor will delete the neighbor-relationship but can still sending rip packets.
