when wildcard mask 0.0.0.254 is used all odd networks on 3rd octet will be permitted thus B is correct.

It is possible, but you can also achieve the same result with only one rule. If you configure "rule 1 permit source 10.0.1.0 0.0.254.0", all bits on 3rd octet can vary except the last one - therefore, allowing only odd numbers
