The configuration has been completed on the single Managed Device not on the wider Managed Network which is were Global changes are made.

I believe the new WLAN should be configured at the "Building 1" level. In the exhibit we can see it is configured at the controller level, and that can explain why the network does not show at some places. WLAN is only broadcasted by APs configured by controller "Aruba7030_12" answer is A

If you want to test the configuration in other places it needs to be configured at a higher level ,
