Correct me if I'm wrong but I think the correct answer is "C" since its a pre-auth role that allows guest to communicate with DHCP DNS and Captive portal. Reference: Module 9: Guest Access, - Captive Portal Access - IAW guide
Looking at the Controller rules:
Guest-logon has captive portal rules, no http, https, dhcp, dns or icmp rules
Guest has http, https, dhcp, dns or icmp rules but no captive portal rules
Answer should be D
