I would say DL325. The question says minimize licensing cost, meet requirements - DL325 with one CPU is a cheaper option and/but still can meet requirements - there isn´t exact number of users, cores, memory, VDI solution mentioned...you have to work with what you got and DL325 can run VDI environment and should be cheaper
But I am doubting myself here also.
This one is tricky they must be taking a page out of Microsofts question books.
The DL325 can handle VDI, the DL 385 could handel double the amount of users.
As cost is mentioned and the below quote is from the DL 325 quickspecs, we might be inclind to choose B. as they dont give specifics about how much CPU/RAM it needs.

VDI (Horizon) is not licensed per core or CPU, but rather by users. So a higher core count in a single system (DL385 with AMD) is more cost-effective over multiple DL380s (Intel).
i am not sure, but I think that horizon has to be installed on Windows server, so you still have to license per core? just not VDI solution, but OS.
