Since the organization has started to develop "cloud-native" applications to replace their legacy applications, I suppose the keyword is: "Cloud-Native". So I'd exclude the answer B as you do not migrate an on-prem infrastructure to the cloud. I exlude also answer D, as you want to maintain legacy infrastructure expenditures, not increase them. I exclude also A: why do you need provide privileged cloud network access to third-party partners? It does not make sense.

I think the Answer is A. what is the benefit of migrating LEGACY infrastructure to the cloud. You, however may need to connect to 3rd parties, say MasterCard or Visa for your application to work.
I don't think that B is correct as normally you do not migrate infrastructure to cloud. Even the lowest level of cloud adoption is about renting infra from cloud provider.
I don't like any of the answers, but the A is the only meaningful for me.
