D. In theory you could migrate Oracle to Spanner for PostgreSQL, but that would entail application changes which the questions says can’t happen. Eliminate A. Oracle is not licensed or supported in GCE. Eliminate B. Cloud SQL doesn’t support Oracle. Eliminate C. That leaves D on which you can configure and run RAC.
