I think its C. A and D will inherits the org policy which make it easier to manage, but the opposite of granular. For B, org policy cannot be applied to resource.

Answer is C. The key word here is "very granular* control". Most granular choice here is Project, as you cannot apply policy constraints to resources.

i Woul say D, Same question then 133, with new requirement for project is aligned for a specific location i think it is better to set up the restriction at higher level "Organization" so all the childrens (folders, projects) inherite the residency location restriction
