I would add that the question also states: You do not want to be required to provision infrastructure or create server clusters. Compute Engine by its nature requires provisioning, while DataFlow is mean to be serverless: https://cloud.google.com/dataflow - Excerpt: Unified stream and batch data processing that's serverless, fast, and cost-effective.
