If your organization accidentally purchased a 1-year Committed Use Discount (CUD) instead of the intended 3-year CUD you can reach out to Google Cloud Support as soon as possible to explain the situation and request assistance. They can guide you through the process and provide options for resolving the issue.
If the purchase is recent and you haven't started using the committed usage, you may have the option to cancel the 1-year CUD and repurchase the 3-year CUD.
