The email notifications you get about Google Doc comments include dynamic content. Because of the dynamic nature of these messages, the latest Doc comment thread is always shown in the email notification. You can read, resolve, and respond to Doc comments directly from the email. To don't let your users read Doc comments directly from Gmail, turn off dynamic email.
