Spam, Not Spam and Phishing reported by users are under Admin Console > Security > Security Center > Dashboard, there is a chart for "User Reports" and from there you get to the full report.

Vote D. Have tried myself in the Admin console. There's no such option in A and B. There is no user Gmail activity under Reports API. Should be Email Audit API. https://support.google.com/a/answer/2618874 https://developers.google.com/admin-sdk/email-audit/monitor-email

Please look better. It's under Admin Console > Security > Security Center > Dashboard, there is a chart for "User Reports" and from there you get to the full report. A is the correct answer.
