A and D: FortiManager_7.0_Study_Guide-Online.pdf page 128: For example, if there are two FortiGate devices in an HA cluster (active-active or active-pasive), both FortiGate devices have the same configuration and are counted as one device. However, enabling a VDOM increases the size of the configuration, because each VDOM is logically a separare firewall.
