D is Correct if only we take it in the context of VDOMs. Prof_admin can access global settings , no need of super_admin profil.

Also, we do not know the company specific rules regarding admin access, it might be that they require super_admin to use two factor, but we do not have any info on that. the Fortigate it self does not require two factor.
